The problem here is determining how appropriate a third-party is. As applies to recruiting, I think an answer exists; why doesn’t the NCAA themselves step in and aid students in the college search process? They can be an effective neutral party, even perhaps offering major selection advice and planning to disadvantaged students prior to university admission and matriculation.
